Heater/defrost relay

When i turn the key to on, but not turning over, the fan kicks on when its in the off position, also it doesnt switch from hot to cold to quick, as it should i guess. im not too sure right now whats wrong but i do know about the fan being on when its in the off position. it seems to never go off, is that the relay? or the actual controls themselves in the car, as far as maybe contacts need cleaned up?

There is no "Off" position, only a "Low" position for the fan. When the key is in the "On" position, the blower fan will run.

ahhh, well not the speed lever, but the ac/vent/heater/defrost has an off, that would turn it all off?

GM intended the fan to run on "low" even with the control in the off position as a way of venting the passenger cabin at all times when the key is on.
