Shift points in drive

I ran my car down the track in drive the other day. 1-2 it shifted about 5600 2-3 it shifted about 5200. Is that normal for them to be different rpm's , or is there something out of adjustment ? Or is it because of the vacuum difference ? I would be happy if the 2-3 was at least 5600 or a little higher.

Will an adjustable modulator affect both shift points the same amount ?

Most all auto Trans will have shift rpm differences. The adjustable Vac. modulators will affect all shifts. They have only a 3-5mph adjustment range.
