So i have my 77 c10 2wd rusty pickup and after driving it for 5 or 6 months the motor is basically junk...I plan on adding a 150hp hit just for the hell of it but I need some suggestions on the easiest way to lower it to the ground for cheap (under $200). Thanks

Cut front coils and longer rear shackles.

How low should that put me? I want it to be around 4" or less from the crossmember to the ground lol I'm used to slamming 40 year old volkswagens haha

That will only get you about 2" front and rear. For that much drop you need a rear flip kit and either spindles and springs or dropped control arms. But you said you wanted cheap and to do it right with those parts it won't be very cheap.

Here's my 87 I used to have, same suspension as your 77. It had control arms with springs and a rear flip kit.

For a low, low static drop, I would do a flip kit in the rear and a shackle, for the front, look for a 3" driop spindle and cut the original coil. My '74 is lowered this way, and with the HD leaves and a C notch it will still carry a full load of whatever you want. I used shock extenders for the rear, and am in about $500 for it all. I am 6'1, and the roof hits me about in the chin.
