I bought my son a 94 z71 that has some serious surface only rust on the top. any suggestions to treating that area? I know i can't just sand it off and primer over with good feelings about it. What do you guys suggest?

You could soda blast it. It should take care of light rust without any problem.
The guy im working with to learn auto body uses oven cleaner to stop / take the rust off and then uses ppg dp 90 over that and it will never rust again. Nothing will eat through that dp : brake fluid, paint strip nothing will touch it except 80 grit sand paper.
