OK Guys my girlfriends (97 Buick LeSabre) voltmeter if reading high all the time at 'round 16-17 volts on the gauge I don't know if this is normal and what I should do if it isn't. I swaped out the battery a while ago and it is still reading high, voltage regulator bad or ???? wada ya think? :?

i would first make sure the gauge is correct and ck it running with a volt meter.
if it is it may need a new alt. the voltage regulator is internal on them
