if i have a 8.5 from a 79 camero/firebird can i just remove the leaf springs and weld the shock/lca brackets and spring perch's on to the axle tubes.

Axle tubes, yes. You have no way of reliably welding the upper housing ears to the housing, though.
If it's all you have to work with, add a set of ladder bars and a panhard rod for now, and have fun. As long as you don't cut anything out you can always go back to the factory four link set up when you find a suitable rear end. Good luck.
