16 Volt Batteries ?

Can anyone tell me what affect a 16 volt battery will have on OEM or aftermarket parts that are made as 12 volt parts, like electric fans, dash lights, starters, and switches?

No issues other than an alternator.

16V makes everything run better

Most components don't care. They will run better on 16v. Some do though. I think they make a 16V battery with a 12 volt post just for this condition.
