Educate me on balancers

My freshly built 406 is is internally balanced (specs below) The rotating assembly was balanced together with the flywheel and balancer. I understand a large 8" balancer is not necessary, the engine builder installed a narrow little 6" balancer. This is all well and good, I'm just not use to seeing such a small balancer. So whats the pro's/cons with a small balancer? I guess not having a lot of weight on the front of the crank is a good thing, but is a 6" balancer still enough? This is a street motor that won't see rpm's much higher than 6000. Here's the specs from the printout supplied by the engine builder: (kinda greek to me) What do these numbers mean?

A 6 inch balancer will help the motor rev quicker with less mass to move but it will not dampen as much as a 8 inch will. But the 8 inch will rev a bit slower but will dampen better.

1st #'s are before any weight was added in ounces, 2nd #'s are weight that was added in ounces.
1740.50 = grams, weight of Crank Bob weights, after weight was added to Bobs they were the same "Perfect" as 2 pistons, 2 Pins, 2 Ring sets, 2 Rods.
