No full throttle upshift!

From any gear to the next? Or just one shift that doesn't happen? Assuming the TV cable linkage is set up close to right you've either got issues with the springs/weight in the governor being too light (they work TOGETHER, not against eachother like in a distributor), line pressure is just too high or interal trans issues. You need a better trans guy than me to narrow it down any further.

Did this problem just start?
Trans condition, rebuilt? stock? mileage?
Part to Mid throttle shifts soft? Firm?
Do you have a gauge to check pressure @Min & Max TV cable pull?

everything else seems more or less normal
. The cable adjustment is right haven't checked pressures but the normal functions are so good I doubt that's a problem. I just bought the car, the transmission seems solid, everything more or less, works as it should except that I get no w.o.t. upshift in any gear, I can blip the throttle and it shifts fine. Judging from the shift quality I'm guessing there may be a mild shift kit or slight mods to firm shifts, but nothing radical at all, could even be a good stocker. Not having dealt with 200's much I don't have a lot of background. The engine is a mildly modified vin 9 307 Olds, '030 over, balanced, blueprinted, ported heads, 2" 350 intake valves, 350 exhaust valves, Performer intake port matched, .473/260 Comp cam.

TV cable slightly too tight can cause this problem. It will also make the shifts firmer.
Try loosening the TV cable a click or 2 & see if it will shift @ WOT.
What Carb does it have? Holley, Edel, Q-Jet?

If loosening the TV cable doesn't change anything, Gov weights or TV/Throttle Valve or TV Plunger in Valvebody may be binding/sticking.

Thanks, I have replace the gasket anyway, I'll check it all while I'm there, might even just install a new GN type Gov while I'm in there. Thanks for the help, my friend! 8)
