Yep, I've never seen a stock Block with less than .025" Deck Height, they usually vary from .025" to .030"
The Embossed or Rubber coated Shims seal much better than plain Steel Shims. I wouldn't try using plain Steel shims without surfacing the Deck & Heads. It is best to have the correct Surface Finish for the gasket tho' + the Block & Heads need to be checked for flatness/warping with a Straight Edge.
