Ground :D Most likely the power for the cluster. Make sure all 4 nuts that hold the cluster in place are tight, and the connection between the cluster and its harness is clean. Follow all black wires from that plug and make sure they're grounded well. I did this and it stopped all but minuscule gauge movement when I turned the lights on. The illumination circuit on the cluster has to find a ground somewhere, and consequently goes from the bulb to the ground... but since there isn't a good one it cycles back up through the ground for the gauges, and grounds through the gauges, and ultimately the sending unit and whatever it's grounded to.
