I picked up a cleaned up with new gaskets holley 800 dp today and was wondering if there is anything i should do to it before starting.

I believe its a 800 but the choke horn was milled off.
The carb has both power valves plugged and 82 jets on all 4.
It has the downward venturis(?spelling)
Every hole in this carb (not used) has been plugged and apoxied.
Front metering block is 11182
Rear is 11166
31 both squirters

Im wondering what exactly it is....

Looks like it was being used as a blow thru. The epoxy is a common mod on DIY blow thru carbs. Also looks like the threads for the air cleaner stud have been enlarged. Another common blow thru mod. I would take it to someone who builds carbs and let them look it over. It could have lots done to it that you can't see from the outside.

X2. No power valves & square jetting tells me it was probably used on a trans brake car, too... I'd have it gone through, too.
