Is it the rear end just swinging out or do you do a rolling burn out and the car just pulls to one side? Also what car is it?

it is swinging out so the brake might be possible. i have been thinking of getting some after market front calipers. Good point, it is an 81 elcamino

If they won't sit in the water, usually there's a preload issue that needs addressed.

When you start your burnout, do it like you mean it and get it up on the tire too

When I've worked the starting line, I've noticed some cars if they cross the water with one tire will do this. (one tire wet, one not wet)
