I've seen that before... pads were changed, but the rotor never was... that's what can happen.

LOL, I bought my first car with brakes like that. I paid $50.00 for the car ( only wanting the motor originally ). When I took it for a test drive she said " Watch the brakes; it pulls a little to the right !". At the first stop sign the car violently jerked the wheel out of my hand and I used the parking brake to limp it back to her house. I had never seen that before and never again until this pic.
