I'm no expert in any sense of the word, so referring to CK's Rebuilding and Modifying the 2004r, he lists the possible reasons for no WOT upshift as "Spacer plate and gaskets (suppose he means there's some issue with them), T.V modulator down shift valve, and throttle valve plunger and sleeve". These are the probable causes after assuring that the TV is adjusted properly. As a start, would hook up a pressure gauge, tape it to the windshield and watch the pump pressure at WOT.
There's a strong possiability that there's a shift kit installed, due to the mods done to the motor, and it's causing your no shift problem. As ssedan64 posted, try loosing the cable a notch or two.
