What's wrong with this-HELP

Just put a light coat of paint on my steel wheel and it looks blistered or something in certain spots. I used a dupont spray over a wheel that was painted black but I used the red scotch-brite pad on it, to clean it up a little. Maybe I didn't prep it or something , Hope the pics can tell you what I did wrong. Thanks-Russ

The lifted edges and the wrinkles sure make it appear that way. :-k

Sand,seal and repaint.
