I had an interesting thing happen today. After checking the switch out, the Elk's battery was dead. So I charged it up. So I'll have to see what happens tomorrow.

I charged it up last night. It stayed charged and I started it up this evening. It ran good. The tach was pegged out until I stomped on the gas, then It dropped down to the 900 rpm, where it idles. Hope to get it on the road tomorrow and see if the lockup torque converter works.

The switch I am using has 2 screws one for (on) that's on the top and the other for (off) that's on the bottom.

I took it for a drive today. I went out into the country. I got it up to 55 mph and then flipped the toggle switch. At 55 mph the tach read 2300 rpm, then it dropped down to 1800 rpm after I flipped the toggle switch. I think it's now working like it's supposed to. I'll have to learn how to wire the toggle switch though the brake pedal so it will disconnect from the brake pedal. Thank you for your help, it's much appreciated.
