Cruise control ground issues

I put in a Rostra cruise system in my 78 El Camino. When I check the ground from the cruise control panel to the ground at the battery it reads 1.0 ohms. Which is the same reading I get when I turn on my meter. If I connect the meter wires together, it reads .000. shouldn't I be getting lower readings between the 2 grounds?

Meter shouldn't read any resistance when it's not testing a circuit.

The number 1 shows on all settings and doesn't move, it stays to the left side of screen. The decimal points move further from the number 1 depending on the setting. This a 600 volt meter. I get a 000 reading when I touch the 2 lines together, but get no reading touching the 2 ground bolts. How do I improve the grounds?

My son was over to see me. He took my voltage meter, set it to voltage settings. At 12 volts, the ran from the positive battery post, then ran it to the cruise control panel ground. It was definitely grounded.
