How do you install the little plastic chrome piece in the horn pad on a 78?

How do you install the little plastic chrome piece in the horn pad on a 78 Elk? I've broke 2 of them trying to get it done.

Is it the round horn pad? If so, remove the round rubber piece from its plastic backing. Then you can easily install the medallion in the center. Then, put the round rubber piece back onto the plastic backing.

Here is a picture of the steering wheel. I know I have to take the pad off and warm it up. But too hot will damage the pad. The plastic chrome piece going across the pad.

Here is a picture of the steering wheel in the El Camino. I painted it several years ago and did a very sloppy job. I think I'll take some lacquer thinner and try to clean up the chrome strip around the outside then mask it and repaint it.

Here is what it looks like after I used a q-tip with lacquer thinner. It looks better than it did.i removed most of the paint off the strip.
