It's called dye, but I guess, technically it is "spray paint". Like this:
SEM makes it also. You can get it at local parts stores.
I will use something like RIT dye on the headliner. I've never tried it, but thought I would give it a shot. I will just recover the back seat and upper door panels. I am buying new front seats.
