AFAIK, yes. They usually have a hex on the vacuum can by the port. You adjust them by inserting a 3/32" Allen wrench into the port and tightening or loosening a preload spring on the diaphragm. This only adjusts the rate of vacuum advance, not the amount. The kits usually have a vacuum advance limiter plate that is used to control how much timing advance the vacuum gives. Most of the kits come with springs and sometimes weights for the mechanical advance, so it's basically a total recurve kit. Here's a good, basic instructional article on the whole job:
