The blow off valve should not be relieving the pressure because the other side of it is connected to a vacuum line that is getting boost as well. Under full boost, the bov is seeing the same amount of boost on both sides with the addition of the spring pressure. I matched my spring so that it allows the valve to open fully under idle and under acceleration it closes up. If you still think the valve is relieving pressure, you can shim the spring with large fender washers depending on the make. But I think there is another problem going on. Is the bov a butterfly valve or popup design?
