The ports on a stock SBC exhaust side are not as good as the intake side. Most people just use then on the exhaust side if the cam is a SINGLE pattern. If its a DUEL pattern then use them on both sides.

Nobody can give you an answer if you will gain anything from playing with the rocker ratios. Its just a tuning trick to try and gain power. You do it then tell us.

Yes the small block benefitted from higher ratio on the intakes. This is not always the case and may not be as easy any more with better cam designs. Years ago with limited cam offerings, it was a bandaid for cam design. Today its not really needed.
