Easiest way IMO would be to find out which wire to the gauge cluster is for the fuel gauge, and short it to ground, should go to empty if I recall correctly. If that checks out, either the wire going to the sending unit or the sending unit itself is bad. I'm leaning towards the wire/sending unit being bad myself. If the wire goes bad that can easily give you a bad reading, as the gas gauge (along with the oil pressure and temperature gauges) are all basically analog ohmmeters.
