So it turns out the lug nuts were loose on that wheel... I don't quite know how it happened, I haven't taken the wheels off the truck in a long time (definitely not in the 10 months I've been out here), so I'm not sure what the deal was. The other 3 wheels were fine... kind of weird that they would loosen after this long.

No inspection whatsoever, I was surprised. Just walk in with the title, emission test and proof of insurance & you're good to go.
Yup, not a single solitary sound now. Now if my new tires would just show up I wouldn't have to worry about the cords that're showing on the front tires.
