I'm sure there's many ways to do this but this is how I narrowed my fg front and rear bumpers.
I positioned the bumpers and centered them.
Then I decided how much I wanted to narrow.
I cut equal amounts out of each side from the center. Pick some place that's the smoothest and flattest.
Then i assembled the bumper, held together with vice grips, 2x4's, angle iron.
Once I was happy things were straight and what I wanted, I took some scarp FG piece, you could use chopped up stir sticks also and I hot glued them over the cuts to hold things together while I FG things

Once I got it narrowed and FG back together I cut a slot (just on the top and not all the way through) in the corner to help with the contour I thought it needed.

Mud and sand to your hearts content.

I positioned the narrowed bumper in place with jacks and shims to hold a position. Then I fabbed up some mounts.
