well took mine around the block felt like it might have a little more a$$ then i thought it had!!!!!

It starts as a milky white liquid, and turns a fairly thick blue as you're brushing it on (after a minute or so), almost the consistency of regular paint. After 20 minutes (according to the label) it does appear to be a black oxide type finish, and the label calls for a 2nd coat after 20 minutes, but we just went around the frame a couple times until it all looked like it was covered - then a 48 hour cure period.

After, you put a rust inhibitor/primer on, then the chassis black.
